State Department of Social Services must develop a plan by June 30, 2025, in consultation with county ILP administrators and other stakeholders to update curriculum and increase consistency in Independent Living Program services across counties while ensuring services are trauma-informed and culturally relevant.

Expands eligibility for Independent Living Program services from age 21 to age 23 for former foster youth in counties that choose to provide extended services.

Removes the $10,000 monetary limit on resources that nonminor dependents can retain and instead allows them to retain resources consistent with federal law, with resources evaluated only at initial determination rather than periodically.

Authorizes nonminor dependents who reenter foster care and exceed federal cash savings limits to receive state AFDC-FC (Aid to Families with Dependent Children-Foster Care) funding if other eligibility criteria are met.

Specifies that reimbursement to local agencies is not required for costs resulting from increased services that exceed levels for which state funding has been provided.
