Changes criteria for awarding the State Seal of Biliteracy to require pupils to demonstrate proficiency in English through one of four specified methods: a 3.0+ GPA in English language arts classes, passing the California Assessment of Student Performance and Progress, passing an English Advanced Placement or International Baccalaureate exam, or achieving 480+ on the SAT Evidence-Based Reading and Writing section.

Establishes three methods for demonstrating proficiency in languages other than English: passing world language Advanced Placement, International Baccalaureate, or ACTFL exams; completing a four-year world language course with 3.0+ GPA and oral proficiency; or passing a district language examination assessing speaking, reading, and writing.

Requires English learner pupils to achieve an Oral Language composite score of level 4 on the English Language Proficiency Assessments for California in addition to meeting the English and non-English language proficiency requirements for the seal.

Allows the Superintendent of Public Instruction to provide a list of equivalent summative tests that school districts may use in place of Advanced Placement tests for languages where Advanced Placement is unavailable.
