Removes authority for the Department of Housing and Community Development to act on behalf of tribal housing authorities and instead requires the department to provide comprehensive technical assistance to tribes, tribal housing authorities, and designated tribal housing entities on reservations, rancherias, and fee simple land.

Expands the department's waiver authority to allow modification or waiver of target population percentage requirements, affordability levels, unit mix requirements, timeline requirements, service area requirements, fund matching requirements, shovel-ready project requirements, housing element requirements, and income limits without the previous 5% limitation.

Requires the department to assign waiver reference numbers, post waivers and waiver decisions on its website, and allow tribes to benefit from waivers approved for other tribes.

Mandates the department's designated tribal liaison participate in all discussions with tribes receiving state funding unless the tribe agrees otherwise, and requires any tribal sovereignty waivers to be drafted narrowly to serve individual tribal needs while maintaining enforceability.

Requires data collected under the tribal housing assistance program to be kept confidential and not subject to public disclosure.
