Exempts income up to 200% of the federal poverty level received by apprentices and preapprentices for work in approved apprenticeship or registered preapprenticeship programs from CalWORKs income calculations, effective January 1, 2025 or when the California Statewide Automated Welfare System can implement the change.

Exempts grants, awards, scholarships, loans, and fellowship benefits provided for educational purposes from CalWORKs income consideration, and exempts such funds as resources for 12 months following receipt.

Requires the State Department of Social Services to implement changes through all-county letters or similar instructions until regulations are adopted.

Provides no continuous appropriation from the General Fund to defray county costs for implementing this act.

Coordinates with Assembly Bill 274 to incorporate both bills' changes to Section 11157 of the Welfare and Institutions Code if both are enacted, with this bill's provisions taking precedence if enacted after AB 274.
