Authorizes local jurisdictions to allow licensed cannabis retailers and microbusinesses to prepare or sell noncannabis food and beverage products in areas where cannabis consumption is permitted, subject to California Retail Food Code compliance.

Permits local jurisdictions to allow live musical or other performances and ticket sales at licensed cannabis retailers and microbusinesses in consumption areas.

Allows local jurisdictions to permit the sale of prepackaged, noncannabis-infused, nonalcoholic food and beverages by licensed retailers.

Requires that all activities be restricted to persons 21 years or older, cannabis consumption not be visible from public places, and alcohol and tobacco sales be prohibited on the premises.

Prohibits licensed retailers and microbusinesses from preparing or selling industrial hemp or hemp products under these provisions, and requires noncannabis food and beverages to be stored separately from cannabis products.
