Authorizes Cal Grant C awards to be used for entry-level driver training programs of less than 4 months duration that comply with Department of Motor Vehicles regulations and are offered at qualifying institutions, effective January 1, 2024.

Requires institutions to meet three criteria to qualify: maintain a driver training program graduation rate of at least 30%, be listed on the Federal Motor Carrier Safety Administration training provider registry, and be approved by the Bureau for Private Postsecondary Education.

Under the Cal Grant Reform Act, allows otherwise eligible students enrolled in qualifying entry-level driver training programs to receive prorated Cal Grant awards as specified in the Budget Act until January 1, 2028.

Requires the Student Aid Commission to submit a report to the Legislature by April 1, 2027, documenting award payments, participating institutions, graduation rates, job placement data, and recommendations for program improvements.

Repeals these provisions on January 1, 2028, making this a temporary pilot program.
