Increases funding for the California Career Technical Education Incentive Grant Program from $300 million to $450 million annually starting in the 2024–25 fiscal year.

Eliminates differential matching fund requirements previously set at $2 for every $1 received, removing stricter requirements for regional occupational centers and local educational agencies.

Requires grant applicants to report data on pupils completing career technical education pathways (sequences of 2+ related courses), in addition to existing reporting on individual course completion.

Establishes a stakeholder workgroup by June 30, 2024, to recommend methods for simplifying funding allocation, setting appropriate match rates, and supporting alternative schools and middle school exploration programs; must report recommendations by January 31, 2025.

Repeals the K–12 component of the Strong Workforce Program effective July 1, 2024, and transfers outstanding K–12 allocations to the Department of Education for administration under the Career Technical Education Incentive Grant Program.
