Extends the deadline for the California Legacy License Plate Program to receive 7,500 paid applications for any plate design from January 1, 2015 to January 1, 2025

Applies the extended deadline only to plate designs that did not receive the required 7,500 applications by January 1, 2015

Requires the Department of Motor Vehicles to immediately refund all fees and deposits if a plate design fails to reach 7,500 paid applications by the January 1, 2025 deadline

Maintains the three legacy plate designs available: yellow with black lettering (1956-1962), black with yellow lettering (1965-1968), and blue with yellow lettering (1969-1986)
