Mandates the authority to develop an audit tool to improve accuracy of transfer of care data with validation from hospitals and local EMS agencies.

Makes it mandatory for local EMS agencies to annually submit emergency medical services plans that include the agency's annual budget and must be made accessible on the agency's and authority's websites within 30 days of approval.

Requires local EMS agencies to disclose any exemptions from meeting 911 response times granted in the previous calendar year as part of their annual plan submission, using standardized terminology established by the authority when available.

Allows local EMS agencies to grant exemptions that do not conform to standardized terminology if the reason does not match established categories, and permits agencies to include additional information when granting exemptions.
