Establishes a Labor Trafficking Unit within the Division of Labor Standards Enforcement to coordinate with the Labor Enforcement Task Force, Criminal Investigation Unit, Department of Justice, and Civil Rights Department to combat labor trafficking.

Requires the unit to receive and investigate labor trafficking complaints, refer cases to appropriate agencies for civil or criminal actions, and coordinate with local law enforcement and district attorney's offices as needed.

Mandates the unit follow protocols to protect labor trafficking survivors from further victimization during prosecution and connect them with available services.

Requires the Division of Occupational Safety and Health to notify the Labor Trafficking Unit when evidence of labor trafficking is discovered during business investigations.

Requires annual reports to the Legislature from January 1, 2026 through January 1, 2036 detailing complaints received, types investigated, referrals made, outcomes, challenges, and improvement recommendations.
