Requires the Transportation Agency to report to the Legislature by January 1, 2025 on limiting high-occupancy vehicle (HOV) lanes to HOVs and eligible vehicles during peak commuter traffic hours on State Route 91 and State Route 60 in Riverside County

Requires the Transportation Agency to report by January 1, 2025 on the feasibility of removing double parallel solid line restrictions from HOV lanes in Riverside County (except for high-occupancy toll lanes), and using appropriate markings and signage instead

Defines "eligible vehicle" as any vehicle listed by the State Air Resources Board as eligible for a Clean Air Vehicle decal
