Establishes entitlement to up to 600 hours of leave of absence for classified school employees participating in the program on or after January 1, 2024, to complete student teaching requirements.

Requires participating local educational agencies to provide participants with a stipend equal to regular wages during student teaching leave and continue paying employee benefits.

Adds wage replacement as a required criterion for the California Commission on Teacher Credentialing to consider when selecting school districts, charter schools, and county offices of education to participate in the program.

Directs the commission to increase individual participant award amounts to cover costs associated with the leave of absence, including stipend expenses.

Implementation of these provisions is contingent upon an appropriation in the annual Budget Act or another statute.
