State Department of Education must conduct a research study on recommended indoor air temperature ranges and temperature control standards for public schools serving kindergarten through grade 12, disaggregated by pupil age and school location.

Department must inventory heating and cooling systems based on a representative sample of local educational agencies statewide, with authority to add additional data elements.

Department shall submit a report on study findings and recommendations to the Legislature by January 1, 2026.

Department must develop policy recommendations for safe indoor air temperature standards and strategies to maintain recommended temperature ranges, considering state climate goals, extreme heat plans, regional differences, technical feasibility, costs, and electrical capacity limitations, with submission to Legislature by January 1, 2027.

Both the research study requirement and policy recommendation requirements automatically repeal on January 1, 2028.
