Requires agencies receiving reports from nonmandated reporters to request the reporter's name, telephone number, the information giving rise to the suspected abuse or neglect, and the sources of that information.

Mandates that if a nonmandated reporter refuses to provide their name or telephone number, the agency must attempt to determine the reason for refusal and assure the reporter that their identifying information will remain confidential.

Establishes that reimbursement for state-mandated local program costs shall be made pursuant to Government Code Part 7 (commencing with Section 17500) if the Commission on State Mandates determines costs are incurred.

Applies to agencies specified in Section 11165.9 of the Penal Code receiving reports under subdivision (g) of Section 11166.

Became effective October 8, 2023.
