Requires each community college to develop a detailed educational plan by August 1, 2024, and every even-numbered year thereafter, outlining course sequences for all degrees, certificates, diplomas, licenses, and transfer pathways offered.

Educational plans must be made publicly available on college websites by December 1 of the year developed and include a course catalog and required course sequences ensuring each course is offered at least annually.

Requires community colleges to submit educational plans to the Chancellor's Office by January 1, 2025, and every even-numbered year thereafter.

Mandates the Chancellor's Office submit a biennial report to the Director of Finance and Legislature by June 1, 2025, and every even-numbered year thereafter, summarizing college progress, course offering alignment with educational plans, and statutory recommendations.

Permits community colleges to use funding from existing programs to implement these requirements and requires state reimbursement if the Commission on State Mandates determines the bill imposes state-mandated costs.
