Requires the California Air Resources Board to include greenhouse gas emissions from wildlands and forest fires in its scoping plan for achieving greenhouse gas emission reductions.

Maintains existing requirement for the Air Resources Board to identify direct emission reduction measures, alternative compliance mechanisms, market-based mechanisms, and incentives to achieve maximum feasible and cost-effective greenhouse gas reductions by 2020.

Preserves requirement to update the scoping plan at least once every five years and consider relevant information from other states, localities, and nations.

Maintains existing provisions for public workshops, particularly in regions with significant air pollution exposure and communities with minority or low-income populations.
