Requires Covered California to administer a program allowing persons ineligible due to immigration status to enroll in health insurance coverage no sooner than January 1, 2026, upon legislative appropriation.

Requires coverage offered under the program to be substantially similar to coverage available to other Californians, including eligibility determination, benefit design, contracting requirements, and appeals.

Mandates Covered California undertake outreach and marketing efforts to ensure enrollment, with enrollment beginning October 1, 2027, subject to funding.

Requires health insurers offering qualified health plans through Covered California to concurrently offer identical plans to persons enrolled under this program, except for immigration status eligibility requirements.

Establishes the Covered California for All Fund in the General Fund to receive user fees, appropriations, and other funds to pay for program administration, with progress reports required to the Department of Finance and Legislature by May 1, 2026, 2027, and 2028.
