Requires the Emergency Medical Services Authority to develop and implement electronic signatures by December 31, 2024, to capture ambulance arrival times and transfer of care at hospital emergency departments for tracking patient offload times.

Mandates every local EMS agency to establish a standard not exceeding 30 minutes for ambulance patient offload time 90% of the time by July 1, 2024, and report the standard to the authority.

Requires general acute care hospitals with emergency departments to develop ambulance patient offload time reduction protocols by September 1, 2024, addressing operational improvements, staff coordination, and surge planning.

Directs the authority to monitor monthly ambulance patient offload data starting December 31, 2024, and initiate bi-weekly meetings with hospitals, EMS providers, and local EMS agencies when standards are exceeded.

Requires the authority to develop an audit tool by December 31, 2024, to improve data accuracy and provide technical assistance and funding to small rural hospitals and volunteer EMS providers.
