Expands the definition of "local agency" eligible to use design-build procurement for public works projects to include any joint powers authority responsible for construction of transit projects, rather than limiting it to those providing transit service.

Extends the authorization for design-build procurement from its scheduled repeal date of January 1, 2025 to January 1, 2031.

Maintains existing requirements that design-build contracts for public works projects exceed $1,000,000 and can be awarded based on lowest bid or best value.

Declares no state reimbursement is required because the bill only expands the crime of perjury related to certifying design-build entity information under penalty of perjury.
