Authorizes the Healthy Soils Program to fund organic farming projects in addition to existing on-farm demonstration projects that advance greenhouse gas benefits and healthy soils.

Requires the Department of Food and Agriculture to provide grants of up to 5 years to certified organic farmers and ranchers, including during their 3-year organic transition period.

Mandates the department prioritize applicants proposing to implement multiple healthy soils practices and certified organic farmer or rancher applicants.

Establishes a technical advisory committee requirement if the department funds on-farm demonstration or organic farming projects, to review applications for scientific validity and greenhouse gas benefit potential.

Requires the department to submit a report to the Legislature by January 1, 2026, on how the Healthy Soils Program incentivizes implementation of multiple healthy soils practices and organic production transitions.
