Establishes the California Recreational Trails and Greenways Program in the Department of Parks and Recreation to award competitive biennial grants beginning in 2024 for nonmotorized recreational trail creation, improvement, enhancement, and restoration projects.

Creates the California Recreational Trails and Greenways Fund in the State Treasury to receive federal Recreational Trails Program moneys (50%), federal Land and Water Conservation Fund moneys (25%), and Proposition 68 moneys available for allocation.

Requires at least 35 percent of grant moneys awarded through the program to benefit disadvantaged communities and directs the department to prioritize multibenefit, multiuse, natural surface trails.

Authorizes the Department of Parks and Recreation to establish a loan or grant process for advanced payment and match assistance to reduce barriers to program participation.

Encourages the department to allocate 50 percent of specified Habitat Conservation Fund moneys for purposes of increasing access to trails, consistent with Proposition 117.
