Requires the Office of Emergency Services to establish a grant program by January 1, 2025, to fund building and upgrading communication and internet infrastructure at state-designated fairgrounds.

Directs the office to create standards for awarding grants based on fairgrounds' need for internet capabilities to support emergency response operations.

Authorizes the office to prioritize grant disbursements based on frequency of fairground use as emergency staging areas or evacuation centers, and on addressing operational gaps in communication infrastructure.

Requires the Office of Emergency Services to consult with the Department of Technology and Department of Food and Agriculture to coordinate statewide infrastructure improvements at fairgrounds.

Program is contingent upon legislative appropriation of funds for implementation.
