Authorizes county boards of education to appoint pupil members from high schools under their jurisdiction, with appointments triggered by a petition signed by either 500 pupils or 10% of enrolled high school pupils, whichever is less.

Allows pupil members to be under 18 years old and grants them preferential voting rights (recorded but non-binding opinions), the right to attend all open meetings, and eligibility for subcommittee appointments like regular board members.

Permits pupils enrolled in school districts (not just county board schools) to serve as pupil members if no petition is submitted requesting pupils from county board schools.

Prohibits pupil members from being counted toward the vote required to pass measures and requires a majority vote of regular board members to eliminate a pupil member position.

Pupil members are entitled to mileage allowances and may receive compensation per Section 1090, while exempting them from liability for board actions and excluding them from the Ralph M. Brown Act's definition of legislative body members.
