Adds Construction Manager/General Contractor (CMGC) as an alternative project delivery method for SANDAG's State Highway Route 11 corridor project, in addition to existing design-build and design sequencing options.

Removes the requirement that SANDAG use the traditional design-bid-build method if conditions for alternative delivery methods are not met, allowing flexibility in project delivery selection.

Requires SANDAG to enter a separate preconstruction services contract with the construction manager before negotiating a fixed price or guaranteed maximum price for construction work.

Mandates the construction manager perform at least 30 percent of the construction work directly, with remaining work bid to subcontractors under Public Contract Code Section 6955.

Takes effect immediately as an urgency statute to meet critical project deadlines and stakeholder agreements with state, local, and federal partners.
