Reduces the Department of Housing and Community Development's review timeline for adopted housing elements or amendments from 90 days to 60 days.

Authorizes the department to notify local jurisdictions and the Attorney General of violations related to accessory dwelling units, variances, parcel maps, and housing development projects that fail to comply with specified planning and zoning requirements.

Expands the department's enforcement authority to include violations of housing-related provisions in SB 4 (use by right on higher education or religious institution land), AB 1218 (demolition requirements), and SB 684 (zoning and subdivision standards for housing).

Maintains existing procedures requiring the department to provide written findings and allow jurisdictions 30 days to respond before notifying the Attorney General of violations.
