Requires the California Statewide Automated Welfare System (CalSAWS) to accept and process applications for the Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants (CAPI), the Trafficking and Crime Victim Assistance Program (TCVAP), and Refugee Cash Assistance (RCA).

Mandates county social services departments to post general information on their websites identifying available immigrant benefit services, including CAPI, TCVAP, and RCA.

Requires the State Department of Social Services to report to the Legislature within 60 days on its plan to enable online applications for these three programs through BenefitsCal by December 1, 2024, or when CalSAWS automation capability allows implementation, whichever is later.

Directs the department to implement requirements through all-county letters or similar instructions beginning no later than March 1, 2024, or when CalSAWS automation is available, whichever is later, until formal regulations are adopted.

Establishes that if the Commission on State Mandates finds the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to existing statutory procedures.
