Removes authorization for local authorities to adopt ordinances or regulations regarding "cruising" under Vehicle Code Section 21100.

Repeals Section 24008 of the Vehicle Code, which prohibited operating passenger vehicles or commercial vehicles under 6,000 pounds that have been modified so any portion other than wheels has less ground clearance than the wheels.

Adds restrictions on local bicycle sidewalk prohibitions until January 1, 2031, allowing bans only in specific circumstances such as business districts with pedestrian safety concerns or streets with speed limits of 20 mph or less.

Requires California Highway Patrol Commissioner to submit a report to the Legislature by January 1, 2029 analyzing bicycle collision data, injury and fatality trends, and safety issues comparing traditional and electric bicycles.

Contains conditional operative provisions allowing different versions of amended Section 21100 to take effect based on whether Assembly Bill 825 and/or Senate Bill 50 are also enacted.
