Requires state agencies and departments to consider using more inclusive practices to advance equity in their missions, visions, goals, data tools, policies, programs, operations, community engagement, and tribal consultation policies.

Defines "equity" as addressing disparities in opportunities and outcomes of underserved populations, empowering diverse communities, and ensuring that communities facing the greatest inequities are not left behind in a fair and just way.

Applies to all state agency and department duties to the extent allowed by law.
