Moves the timeline for including measurable postsecondary goals and transition services in individualized education programs (IEPs) from age 16 to when a pupil starts high school experience, if determined appropriate by the IEP team.

Requires local educational agencies to notify pupils and parents that postsecondary goals and transition services will be considered at IEP meetings beginning at high school entry or by age 16, whichever is earlier, and to invite the pupil to attend such meetings.

Allows IEP teams to postpone inclusion of postsecondary goals and transition services until age 16 if they determine the pupil would benefit, but encourages the team to justify such postponement in writing.

Becomes operative July 1, 2025, replacing existing provisions that become inoperative on that date and repealed January 1, 2026.

Constitutes a state-mandated local program; reimbursement for costs shall be made pursuant to California Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
