Expands Los Angeles Unified School District's task order procurement contracting authority to include funding from local school construction bonds and federal or state funds, in addition to general fund moneys.

Limits contract scope to purposes authorized by the funding source and maintains the $3 million per-contract cap while requiring contracts be awarded to the lowest responsible bidder.

Prohibits task order contracts from including services currently performed by represented employees in Collective Bargaining Units B, C, D, F, G, or S, and requires contracts only supplement existing personnel.

Requires independent third-party reports to the Legislature by January 15, 2029 and January 15, 2033 assessing performance on a per-project basis and optionally on a per-contractor basis.

Extends the repeal date of the task order procurement contracting provisions from January 1, 2024 to January 1, 2034.
