Expands the scope of existing criminal provisions related to unauthorized disclosure of state summary criminal history information, making unauthorized furnishing of such information a crime under broader circumstances.

Amends Penal Code Section 11105 to add paragraph (9) establishing the new authorization for attorneys at qualified legal services projects and nonprofits to receive criminal history information for client representation purposes.

Exempts this bill from state mandate reimbursement requirements under Article XIII B of the California Constitution, as any local costs stem from changes to criminal penalties rather than new local program duties.
