Requires the Commission on Peace Officer Standards and Training (POST) to establish a definition of "biased conduct" by January 1, 2026, covering conduct motivated by bias based on protected classes including race, national origin, religion, gender identity, housing status, sexual orientation, and disability.

Specifies that biased conduct includes online behavior such as social media use, may result from implicit or explicit bias, and does not require the officer to admit prejudiced intent to be determined as biased.

Mandates law enforcement agencies use POST's definition when investigating bias-related complaints or incidents involving possible officer bias.

Requires POST to develop guidance for local law enforcement on conducting effective internet and social media screenings of officer applicants to identify potential biases and hate group affiliations.

Directs investigating law enforcement agencies to determine whether racial profiling occurred in investigations involving relevant law enforcement activities as defined in Section 13519.4.
