Authorizes California State University to establish and maintain inclusive college programs for students with intellectual and developmental disabilities at 4-year institutions, subject to legislative appropriation; requests University of California do the same.

Requires inclusive college programs to serve students age 18 and older with intellectual and developmental disabilities, provide person-centered planning, and offer educational credentials including degrees, certificates, or nondegree credentials.

Programs must provide academic enrichment, socialization, independent living skills, integrated work experiences for career development, individual supports for campus inclusion, and recruitment strategies for historically underserved communities.

Appropriated funds may support administrative and instructional staff, faculty training, assistive technology, scholarships, student support services, and outreach activities including website design and advertising.

Requires programs to comply with federal Comprehensive Transition and Postsecondary Program requirements to enable students to access federal financial aid and pursue multiple funding sources including Department of Rehabilitation and regional centers.
