Establishes a state-mandated local program imposing additional duties on political subdivisions, with reimbursement to be provided pursuant to Part 7 of Division 4 of Title 2 of the Government Code if the Commission on State Mandates determines costs are mandated by the state.

Preserves existing provisions regarding prospective plaintiff notice requirements, 45-day waiting periods, and resolution of intention timelines for transitions to district-based elections.

Caps reimbursement to prospective plaintiffs for costs related to notice work products at $30,000, adjusted annually for inflation.
