Reduces the redemption payment and refund value for wine or distilled spirits containers with capacity less than 24 fluid ounces from $0.25 to $0.10, effective January 1, 2025, while maintaining $0.25 for containers of 24 fluid ounces or more.

Allows distributors selling or transferring not more than 375,000 beverage containers annually to make a single annual redemption payment by February 1, instead of monthly payments.

Allows beverage manufacturers selling or transferring not more than 375,000 beverage containers annually to make a single annual processing fee payment by February 1, instead of payments within 40 days of sale.

Requires dealers to update shelf labels for beverages with changed redemption values by January 15, 2025.

Declares the act an urgency statute taking effect immediately to support small beverage manufacturer businesses and encourage recycling.
