Requires community college districts and California State University to provide information about fentanyl test strips and their locations as part of campus orientations, in collaboration with recovery advocacy organizations.

Requires community college districts and CSU to notify students of the presence and location of fentanyl test strips through methods such as email.

Requires each campus health center at community colleges and CSU to stock and distribute fentanyl test strips with written instructions on proper use.

Requests (but does not require) the University of California Regents to comply with these same requirements regarding fentanyl test strip education, notification, and distribution.

Establishes that if the Commission on State Mandates determines the bill imposes costs on local agencies, reimbursement shall be made pursuant to existing state mandate reimbursement procedures.
