Exempts recipients of specified assistance programs (CalWORKs, TANF, SSI/SSP, CalFresh, housing assistance, and other state/federal aid programs) from paying fees for certified copies of birth certificates, marriage records, and marriage dissolution records.

Beginning July 1, 2027, exempts persons who can verify their status as homeless or as a homeless child or youth from paying fees for original or renewed driver's licenses, with verification performed by eligible homeless services providers.

Defines "homeless services provider" to include nonprofits, government agencies, attorneys, school liaisons, social workers, law enforcement liaisons, and other qualified providers authorized by the Department of Motor Vehicles.

Requires the Department of Motor Vehicles to adopt regulations governing homeless status verification and prohibits charging fees for the verification process itself.

Makes all exemptions operative only to the extent that funding is provided by express reference in the annual Budget Act or other legislation, and establishes procedures for state reimbursement of any local mandate costs.
