Adds cannabis catering for private events to the definition of "commercial cannabis activity" under California cannabis law, allowing the Department of Cannabis Control to issue state caterer licenses.

Requires the Department of Cannabis Control to consider proximity of private events to youth recreation centers, schools, and locations where minors congregate when deciding whether to issue a caterer license.

Limits caterer licensees to serving cannabis at no more than 36 events per calendar year at any single premises, unless the local jurisdiction approves additional events to meet public demand.

Allows caterers to reuse unopened, originally-packaged cannabis products across multiple events and permits alcohol or tobacco consumption at catered events (subject to local jurisdiction approval), unlike temporary event licenses which prohibit alcohol and tobacco.

Exempts caterer license applicants from standard premises documentation requirements, but requires proof that the property owner acknowledges use of the property for the private event.
