Clarifies that school district and community college district governing boards may grant voluntary leaves of absence and vacations with or without pay to classified employees.

Requires school districts and community college districts to pay classified employees their full compensation for involuntary leaves of absence if the underlying criminal charges, criminal investigation, or administrative matter is resolved in the employee's favor.

Defines involuntary leave of absence to include compulsory leaves of absence and suspensions.

Applies these requirements to districts that have adopted a merit system for classified employees.

Does not reduce any other entitlements to paid leave or replace procedures under other applicable laws.
