Designates the State Threat Assessment Center (STAC) as California's state primary fusion center, operated jointly by the Department of the California Highway Patrol, Office of Emergency Services, and Department of Justice.

Requires STAC and Office of Emergency Services to prioritize cooperation with state and local efforts to disrupt and dismantle criminal networks trafficking opioid drugs in California.

Mandates STAC support for state and local interagency task forces combating illegal opioid trafficking through intelligence products, analysis of transnational criminal organization tactics and trends, and information sharing with government and law enforcement officials.

Establishes findings that transnational criminal organizations pose threats to California's public health and economic security, with 7,175 opioid-related deaths in California in 2021, including 5,961 fentanyl-related deaths.
