Prohibits "prohibited foreign actors" from purchasing, acquiring, leasing, or holding interests in land within 50 miles of U.S. military bases or California National Guard bases, effective January 1, 2024.

Defines "prohibited foreign actors" as governments, state-controlled enterprises, or fiduciaries from countries designated as nonmarket economies under the Tariff Act of 1930 or identified as national security risks in the Director of National Intelligence's annual threat assessment.

Exempts land already held by prohibited foreign actors before January 1, 2024, and exempts federally recognized Indian tribes and their enterprises.

Establishes a divestiture process allowing the Attorney General to order violators to divest their interests within 90 days, with court enforcement and property sale procedures if divestiture is not completed.

Requires proceeds from forced sales to cover costs and reimburse the Attorney General's enforcement expenses, with remaining funds returned to the foreign actor after liens and penalties are paid.
