Transfers $8,000,000 annually from the Aeronautics Account in the State Transportation Fund to the Emergency Medical Air Transportation and Children's Coverage Fund, beginning in fiscal year 2023-24.

Continuously appropriates the transferred funds to augment Medi-Cal reimbursement for emergency medical air transportation services and related costs.

Maintains existing $4 penalty imposed on Vehicle Code and local ordinance violations (except parking offenses) that funds the Emergency Medical Air Transportation and Children's Coverage Fund until December 31, 2022.

Allows penalties collected before December 31, 2022 to continue being collected and distributed until exhausted or December 31, 2023, whichever occurs first.

Transfers any remaining unexpended funds in the Emergency Medical Air Transportation and Children's Coverage Fund to the General Fund on June 30, 2024, for Medi-Cal emergency medical air transportation reimbursement or children's health care coverage.
