Requires the Department of Health Care Services to complete audits of Medi-Cal Billing Option claims and notify local educational agencies (LEAs) of findings within 18 months of Cost and Reimbursement Comparison Schedule (CRCS) submission, with a possible 3-month extension if documentation is insufficient.

Mandates the department provide interim or final settlement of Medi-Cal reimbursement to LEAs within 12 months of the March 1 CRCS due date, with final settlement no later than 18 months after CRCS submission.

Requires the department to update and distribute the LEA Medi-Cal Billing Option program guide to all participating LEAs by July 1, 2024, including billing manuals and instructional materials.

Adds to the annual legislative report a summary of department training activities for LEAs and the number of audits conducted on Medi-Cal Billing Option claims.
