Requires the State Department of Health Care Services to include measures and milestones addressing vision loss needs in the Workforce and Quality Incentive Program for skilled nursing facilities receiving Medi-Cal managed care directed payments.

Mandates that performance measures include program access, staff training, and capital improvement initiatives specifically designed to serve skilled nursing facility residents with vision loss.

Findings establish that approximately half of skilled nursing facility residents have significant vision impairment and that facilities lack adequate staff training, accessible materials, assistive technology, and awareness of available vision services.

Applies to managed care rating periods beginning between January 1, 2023, and December 31, 2026, as part of existing directed payment arrangements established under Section 14126.024 of the Welfare and Institutions Code.
