Authorizes local agencies to establish procedures for collecting administrative fines or penalties through liens on the property where the violation occurred.

Makes superior court appeal the exclusive means of judicial review for administrative fines or penalties not exceeding the limited civil case threshold when imposed for violations of local cannabis regulations.

Allows local agencies to file certified copies of final administrative orders with the superior court clerk to enter judgment immediately without charging filing fees, but only for violations related to cannabis, housing habitability, State Housing Law, or fire hazards.

Expands cannabis violation provisions to cover unlicensed commercial cannabis activity (cultivation, manufacturing, distribution, retail sales) and allows immediate imposition of fines up to $1,000 per violation or $10,000 per day without prior notice to correct.

Provides rental property owners protection from immediate fines if they have a lease prohibiting cannabis activity and lack actual notice of unlicensed cannabis operations on their property.
