Expands prohibition on intentionally added cosmetic ingredients starting January 1, 2027, adding 26 new banned substances including lily aldehyde, acetaldehyde, cyclohexylamine, and various boron compounds.

Maintains existing January 1, 2025 prohibition on 12 ingredient categories including phthalates, formaldehyde, mercury, parabens, phenylenediamines, and per- and polyfluoroalkyl substances (PFAS).

Allows technically unavoidable trace quantities of banned ingredients resulting from natural or synthetic ingredient impurities, manufacturing processes, storage, or packaging migration without violation.

Defines "ingredient" using the same meaning as Section 111791.5 of the Health and Safety Code.
