Establishes a pilot program authorizing the Los Angeles County Metropolitan Transportation Authority to use job order contracting as a procurement method for repair, remodeling, and repetitive work through competitively bid contracts.

Imposes a $5,000,000 cap on total awards under a single initial job order contract and a $1,000,000 cap on any individual job order, with extensions allowing up to $10,000,000 over two subsequent annual terms.

Limits initial contract terms to a maximum of 12 months with two possible one-year extensions, and requires job order contractors to comply with prevailing wage requirements and the authority's project labor agreement.

Requires the authority to submit a report to the Legislature by January 1, 2028, assessing the use of job order contracting, including evaluation criteria, awarded contracts, and overall program assessment.

Repeals this article effective January 1, 2029, making this a temporary pilot program.
