Requires the State Department of Education to finalize an online training delivery platform and curriculum for LGBTQ cultural competency training by July 1, 2025.

Mandates that all local educational agencies serving grades 7-12 provide at least one hour of annual required LGBTQ cultural competency training to teachers and certificated employees from the 2025-26 school year through the 2029-30 school year.

Training must cover topics including creating safe learning environments for LGBTQ students, identifying at-risk youth, antibullying policies, suicide prevention, facility use policies, privacy protections, and community resources.

Requires local educational agencies to maintain training records documenting completion dates and training providers, which are subject to state compliance monitoring and public disclosure.

Provisions become inoperative July 1, 2031, and are repealed January 1, 2032; provides for state reimbursement of any costs determined by the Commission on State Mandates.
