Authorizes landlords to provide rent increase notices to tenants by electronic mail in addition to personal service or mail.

Requires 30 days' notice for proposed rent increases of 10 percent or less of the rental amount charged during the preceding 12 months.

Requires 90 days' notice for proposed rent increases greater than 10 percent of the rental amount charged during the preceding 12 months.

Exempts rent increases caused by changes in a tenant's income or family composition determined by required recertification, which remain subject to 30 days' notice.

Applies to residential dwelling leases for periods less than one month, including week-to-week and month-to-month tenancies.
