Suspends the 25% continuous appropriation of Greenhouse Gas Reduction Fund annual proceeds to the High-Speed Rail Authority for fiscal years 2025–26 and 2026–27, transferring those amounts to the General Fund for rural road safety funding instead.

Requires a $2.4 billion loan transfer from unencumbered High-Speed Rail Authority funds (appropriated before fiscal year 2024–25) to the General Fund for rural road safety, with repayment required to the Greenhouse Gas Reduction Fund.

Appropriates $2.4 billion from the High-Speed Passenger Train Bond Fund to the High-Speed Rail Authority for completing minimum work necessary to meet federal grant requirements and regional commitments as outlined in the 2020 Business Plan.

Restricts High-Speed Rail Authority from executing track and systems procurement, procuring trainsets, or acquiring rights-of-way outside the 119-mile segment currently under construction between Madera and Poplar Avenue.
